In contrast, European leaders advocated for more stringent regulations to ensure ethical and trustworthy AI. European Commission President Ursula von der Leyen announced a €200 billion investment to promote a regulated and human-centric AI, emphasizing the need for ethical guidelines and oversight.
The U.S. and U.K. Decline to Sign AI Declaration
The summit concluded without a consensus on “inclusive and sustainable” AI, as the U.S. and U.K. declined to sign the diplomatic declaration endorsed by approximately 60 other countries, including France, China, and India. The declaration aimed to promote a technology that is open, regulated, inclusive, safe, and democratic. The U.K. government cited insufficient clarity on global governance and national security concerns as reasons for not signing.
Energy Consumption and Environmental Impact
Beyond regulatory disagreements, the summit highlighted concerns about the environmental impact of AI. The development and deployment of AI systems require substantial energy resources, leading to increased carbon emissions. Discussions emphasized the need for sustainable AI practices, including the development of energy-efficient algorithms and the use of renewable energy sources in data centers.

The summit’s discussions were also influenced by Elon Musk’s significant bid for OpenAI, raising questions about the future direction and control of major AI research institutions. Despite the disagreements, several experts underscored the need for international unity and careful oversight of AI advancements. Prominent figures in AI, such as Yoshua Bengio and Sir Demis Hassabis, highlighted the importance of balancing innovation with safety and ethical considerations.
